Royal Mail Is Updating Its Terms – Here’s What Your Business Needs to Know

From 11 August 2025, Royal Mail is introducing several important changes to its service terms and conditions. These updates affect delivery speeds, pricing zones, claims processes, and contractual terms, so it’s essential to understand how they might impact your operations.


1. Expanded Delivery Speed Exclusions

Royal Mail is updating the postcode exclusions for a range of services, including:

  • Royal Mail 24 and 48
  • Tracked 24 and 48
  • 1st and 2nd Class Account Mail (Parcels)
  • Business Mail Account 1C and 2C Unsorted (Parcels)

The updated exclusions include remote and offshore areas such as AB36–38, KW1–17, PA20–80, TR21–25, BT, GY, JE, and ZE. These changes mean that parcels sent to these locations may no longer qualify for standard delivery speeds.

Note: These exclusions do not apply to Universal Service Obligation (USO) products.


2. New Delivery Zones Introduced

To better reflect the cost of servicing certain areas, Royal Mail is introducing two new pricing zones:

  • Zone 4: Includes parts of Aberdeenshire, Falkirk, Perthshire, and the Isle of Wight.
  • Zone 5: Covers the Channel Islands (Jersey and Guernsey) and the Isle of Man.

Additionally, the Isles of Scilly (TR21–25) will move from Zone 3 to Zone 2.

These changes may affect your shipping costs if you regularly send parcels to these regions.


3. Unified Delivery Platform with Parcelforce

Royal Mail and Parcelforce Worldwide are merging into a single delivery platform, with unified terms and co-branded documentation. This streamlining effort brings several contractual updates:

  • Late payments: Royal Mail may now revise your invoicing frequency or credit terms, demand full payment within two working days, or terminate your agreement if invoices are not paid on time.
  • Compensation limits: Claims for loss or damage will be capped at the lower of the item’s cost price or the amount specified in Royal Mail’s Compensation Matrix.
  • Claims process: Claims for Royal Mail Tracked and Parcelforce services can only be submitted 7 working days after the expected delivery date and must be made within 30 calendar days.
